Budgets
One pooled budget, spent where it's needed
Institutions don't buy per-seat allowances. You buy a pooled token budget for the cohort. The students who need twenty hours get twenty hours; the ones who need two aren't paid for twice.
- 50 tokens = 1 hour of live board tutoring, the same rate as self-serve
- Per-class or per-year-group caps so one cohort can't drain the pool
